So, Larry, it would be up to the seller whether the LPP certs change hands as
well?

Would a buyer of such a system have access to PTFs, including CUME tapes?

  Yes they can.  Those certificates that you get with each LPP proving
ownership is what you must transfer to the new owner.  IBM No longer
tracks who owns what LPPs. YOU MUST retain those certificates or at some
future point might have to re-purchase if you can't find them!
