The 150/250 (PPS tier, below P05 - Processor-based Packaged Software) include unlimited licenses for the full CA/400 (including PC5250 & Data Transfer which require a license).  The parts that don't require a license are obviously available for an unlimited # of users (Ops Nav, ODBC, AFP Workbench, Printer Drivers, Ops Console, etc.)
The ValuPak package on other models includes the full license for a certain number of users (P05=10; P10=20; P20=50; P30=70; P40=125; P50=150).
Additional licenses are per user, so they are US$275 regardless of AS/400 software tier.  There is a maximum order quantity of user licenses you can buy before you get unlimited use, or processor based, pricing (P05=260; P10=270; P20=300; P30=320; P40=375; P50=400).
Upgrade pricing from V2 or V3 is US$125/user.

Are you're talking display, printer, and file xfer here (the $275 pkg) or
the other free CAE stuff (ie:  ops nav, data queues, srj, odbc, etc.)?
