Jim,

Do you have the AS/400 Security Tools ?

I THINK there is a report in that that will tell you who has authority to do
this. You might want to take a look at that OR write something that will dump 
ALL
user profiles to a database file and query that for folks with *ALLOBJ,
*IOSYSCFG, *SECADM, *SERVICE, etc.
