I wasn't able to get this to work on a 270 with a 2890 INS.  I hope that your older hardware supports it.  Mine didn't.

The BASE  NWSD is supported on V4R5 so you can still use the FSIOP LAN adapter.

Of course you realize by now that none of *LANSERVER, *NETWARE, -OR-
*BASE are supported on V4R5. All of these rely on OS/2 to run. OS/2 is
flat out no longer supported and getting the code from another box to
load onto your V4R5 is nearly certain to fail.  If you need to serve
files from the FSIOP you need to either get a copy of NT, or go back to
V4R4.  Of course as you mentioned you also need to get the data back
onto the FSIOP and if all you have is SAVE 21 backups that's gonna be a
bitch.

My recommendadtion (if you're not already in the process) is to go back
to V4R4, and properly plan you way to V4R5.
