RE: DSKBAL command

DSKBAL is a scheduler: you specify the overall time allowed for disk
balancing and the way this time is spread over future IPLs. The job is done
by the IPL process and it means longer IPLs. DSKBAL is useful when new
drives are added to an ASP.
