the copyright law does clearly state that work done by an employee in
'the scope of their employment' is owned by the employeer.

perhaps the company may feel they've been burned by moonlighters that
end up giving more of their talents to their part time projects than
their jobs.  i worked once for a company that had a 'no moonlighting'
policy and the reasons given was that you'd get calls at work, etc.  but
some of us moonlighted anyway.  and i was one of them.  and i did get
calls at work.  and sometimes was distracted when i had deadlines for
the moonlighting projects.  so maybe that's how this company felt that
they'd come to grips with it!
