As someone else mentioned, if all you need is the spool file data, there are already API's that will allow you to do this.  Why do we need IBM to do it?

The way you've got to look at this entire situation, is that you would essentially be restoring a job to a different system and how could duplicate jobs be handled?  When you're just restoring objects, it's not nearly as complicated because it's a single thing.  A job has many parts to it.

 No.  I believe I understand the requirement very well.  There's no real reason that the entire job structure must be restored, as long as the job information is available.  Right?  So my suggestion is to restore the information and have separate commands (or possibly another parm on the spool file commands) to manipulate the restored spools.
