I hope I unerstand you right and do not say something stupid... 
 
Tell me, why can't you write the data to the database from the very Delphi
program? When I started to work on AS/400 I made some test, I wanted to
check if it is difficult to get AS/400 data to Delphi. I connected Delphi
program to AS/400 throgh ODBC using Client Access driver and could use it's
database file just the same as database on a local PC - I got DBGrid
component and could use it to add, change and delete data. It did not pose
any additional difficulties than any other database. No problems with ASCII
to EBCDIC conversion (if I do not mention problems with Polish diacritical
characters, which got corrupted even in data transfers - but this is easily
solved)
 
 I did it with Delphi 4, but my professor at school (whom I asked if it is
possible to connect to AS/400 from Delphi) did some data migration to AS/400
from some very old system using Delphi 2, if my memory does not fail.
 
Is it solution applicable in your case?
