Simon, expanding your comment:

Inserts, updates, and deletes are journaled (along with opens and closes)
however, at V4R3, "If the updated physical file image after the update is
the same as the image before the update, and if the file has no variable
length fields, then journal entries are not deposited for that update."

While I agree with most of what you wrote, this statement is silly.  READs
are never
journalled, what would be the point!  I know some sites want to know who
read a record
but journalling isn't the way to accomplish that.  Journalling has no effect
on reads.
Even reads though an update ODP.
