Ouch!  I hope to shout that your version of QSHELL doesn't violate QSECURITY 
levl
40.

The easy way to tell is to turn of the QAUDJRN and monitor for *PGMFAIL and
*AUTFAIL events.  That will tell you if level 40 s getting in your way.
