I had this problem fairly recently as well.  I don't think the FTP server 
running on NT has the capability to perform a remote command (not IIS anyway).  
It has a separate service for remote command where you can issue remote 
commands from another NT machine (server or workstation).  I had to find 
another way to solve my problem.  I was running IIS 4.0.
