If it eventually counts down to zero they MIGHT have a problem initializing 
tapes.

I seem to recall from a similar situation that BRMS sets an exit point 
(can't remember it)  for tape initialisation and once the grace period is 
expired the INZTAP command recieves an error due to the exit point program 
(provided by BRMS) being past the expiry date.

In my case, as it was explained to me, this was because some BRMS stuff was 
installed onto my machine even though we didn't use it and it affected the 
exit point.

This might not be relevent in your case but thought I's pass it on anyway
