We ordered a 270 with the OS and LICPGM's preloaded (no upgrade).  I can just 
move my libraries over
with SAVLIB/RSTLIB and reconfigure my ethernet card, etc.  Right?!?

Agreed, but it is a problem.

You can also do a RSTLIB LIB(*ALLUSR) OMITLIB(QGPL QUSRSYS).  However this
will not mitigate the QUSRSYS problem. which can only re rectified by doing
the upgrade process on one box or another.  The contents of QGPL can be
restored to another library and then be moved over one at a time with
PDM.  With QGPL, typically the problem will be incompatible source file
formats, which can merely be copied.
