This can't be right. Have you tried RSTLIB a single lib on the tape?
AFAIK, an *ALLUSR is just like a bunch of SAVLIBs where the first label
describes the subsequent labels.
You can easily bypass this frst label and do a DSPTAP *outfile, and use a CL
program to read through the file and RSTLIB each in turn.
