It might be like that in your country , Larry .In old Europe things work
differently and TPM's are giving a much higher standard as well as
personalized service and there are many kicking around very hard,solving
sometimes problems that the manufacturer can't.

They do, but they shouldn't. IMHO they are fine for terminals, printers,
PC's and other non-mission critical stuff, but I wouldn't let them touch
my AS/400. They mostly get zilch for training, have eratic response
time, and don't have parts available.  Sure they're often cheaper but
you get what you pay for.
