Yes...I think - if I understand your question correctly.

If you have only single-CPU PCs and a single-CPU AS/400 then Express is
better only because it does some internal things better and because that is
where IBM is spending maintenance and enhancement money.  If you have
multiple-CPU terminal server PCs then Express is better because, unlike XD1,
the CA code can run on all of the CPUs in the machine.
