Bet you find the error message as the last statement in the history log 
before the msg about IPLing...

#1 IBM tech support says the system sometimes damages this obj on abnormal 
power offs.
#2 It has to do with what SW is or can be installed on the system
#3 It is rebuild during the IPL.

  QUSRSYS an error occurred which prevented the operation from completing
  successfully.  The return code is 1099-DAMAGED.
