1. In a multi-programming system, no program should ever be allowed to
monopolize any single resource or preclude another program from using a
resource.  The operating system should detect that and prevent it.

2. At the lowest level, paragraph 1 is impossible.  It should do the best
that it can.

This means that I disagree with you about a progam that loops.  The OS
should detect the event and act to prevent it from monopolizing the CPU.
