I have asked this question also, and every time some clown sends an
answer trying to sell me a commercial product, I think SPLTOOL at
http://www.bvstools.com/spltool.html
This product may be what you are looking for.
However, my interest is in getting this to work using standard
OS/400 tools and it should.
The nearest I can get is to copy the splf to a database file,
then copy that to a document (this converts it to ASCII), then
use SNDDST to send the document.
However, it (the SNDDST with *DOC) only works intermittently, 
even though it is 100% reliable with *LMSG, and I have never 
been able to figure out why.
What I do for short (1-2 page) spool files is use an RPG to 
convert it to *LMSG format, and this meets most of my needs.
Can send source on request.
