Today with 64 bit addressing, literally every AS/400 in world could share 
the same address space with every other AS/400 in the world, and you 
couldn't run out of addresses.

Seriously speaking, the number of IPLs that you for cume packages and new 
releases is sufficient.  The only other think that an IPL does is clear out 
QRPLOBJ, and I have put in a request into the lab to have this changed to a 
clean up option, as the CO CLEANUP option will have to be changed in the 
next release with the de-support of OfficeVision.
