Not X.12, but IE has a built in XML parser and I think generator that you
may want to  check out.  May take some searching.  Also, it works with SQL
DB, not DB/400, though.

Building XML should be much easier than X.12.  Depends on the platform your
vendors are on.  If it's PC based, there are plenty of low cost X.12
translators out there.  You just have to look.  You may even find some free
ones.
