What you get from a Case tool are very feature-rich, fully-functional
applications that are consistent, standard, and very easy to maintain. A
good programmer can (obviously) produce cleaner looking and better
performing code if that's what you're looking for. Most companies who
purchase Case tools do so to solve business problems quicker and easier than
writing the code from scratch.

To my way of thinking, the absolute best thing that a company gets by
adopting a Case tool is that the programmer/analyst's focus becomes the
business, not the code. Bringing the thought process to a business level
rather than focusing on the coding level, is a marvelous thing to see as
your shop adopts the tool and it's use.

Case tools are not perfect. You do tend to get some really big programs
that at times seem a bit sluggish. But darn it all if they don't work! And
darn it all if they aren't easy to maintain. To an IS Manager, that's what
it's all about.
