Thanks for your help. I tried using *LOCAL as the value for the parameter
RDB and that appears to
fix the problem.

most likely, you don't use appropriate parameter on CRTSQLRPGLI.  I
don't have command line handy to tell you exactly, but parameter refers
to remote/local database.
