No, packing the number needs either a database change or it is bound
to give problems. I guess that you only use the range 1..9999999,
which is only half of the valid range. However I'm 99% sure that many
applications expect the range to go from 1 (or zero) and up.

The ideal solution would be to make the application 100% consistent so
that it would be no problem to change the database and recompile it
all. You might need a more intelligent 'compile all' than PDM option
14+F13 but it can be done. In the meantime: Do change the database and
recompile what's needed. Or start using unused numbers or reusing old
numbers (deleting all information about dead clients). 

PS: In development only three numbers are valid: *zero, one and
unlimited. Everything else will some day break down.
