Why bother with a second cable modem?  Is your throughput that high?  Even
if it is, is the architecture of the cable system such that a second modem
will double your total throughput?  Or, is your entire segment (all the
cable customers in your neighborhood) limited to 1.5Mb?  A second cable
modem might not buy you anything, performance-wise.

Assuming Winproxy is functionally equivalent to Wingate, you should be able
to support most everything you want to do with Winproxy.  What _might_ make
sense is to do a second PC with either NT Workstation or NT Server and set
up a VPN server.  Then you'd have an easy way to get all the ports you need
without screwing around with the proxy server.  And, you'd get encryption.
