For Freshers - I feel an IQ test ( Analytical , Logical Skills & Flow
Charting ) + Interview-1 (technical awareness, grasping power, personality,
communication skills )+ Interview-2 ( General Interview on current issues
facing the nation etc. )should be the combination of tests for selection. IQ
tests are available on the internet and you could decide upon the pass mark.
If the candidate goes through the test, then interview-1 can be taken by a
combination of  technical expert and an experienced project manager.  If the
candidate goes thru this interview, the final interview to test him as a
person, may be taken by somebody from the management side or a senior
person.

For an Experienced - Interview-1 & Interview-2 should suffice.

All this if you are looking for a good person.

Now if you are looking for the cheapest person, then let an outside
consultancy do it for you. You may only take a mild form of (Interview -1 )
and Interview-2 for few candidates shortlisted by the consultant and hire
any ways.
