I finally figured it out. You must retrieve the CONTENT_LENGTH environment
variable and use that as the "length of input string" parameter. Nowhere is
this really spelled out, unfortunately.

I just looked through the archives about this API. Last year, there was a
question of it not converting the last variable in a POST operation. Is this
still an issue, because I am having this problem. All POST data is converted
except the last value. If a "dummy" last value is used, then the data I want
is converted.

I'm at PTF SF99025 on the web server, V4R3.
