Its been a while since I've played with this, but I believe you can create
and maintain a Distribution List of users as part of the "SNADS" stuff.  See
the options on this IBM menu...
GO CMDDSTL

Then, send your message with SNDNETMSG, specifying the Distribution List in
the TOUSRID parameter.

I believe this can be used independently of OfficeVision (RIP).

Unfortunately, the message will not be a break message.
