And the answer repeatedly comes up.  Don't buy your own AS/400.  
Timeshare instead.  All upgrades are done, you don't fall behind, 
total nirvana.  The thing you lose is the knowledge of setting up 
the 400 and maybe some knowledge picked up by doing http configuration 
and what not.  You have to figure out what you are marketing and 
testing.  If you need the knowledge from digging down into the nitty 
gritty of performance tuning, http config's and what not then you 
might have to buy/lease your own.  Or talk to your timeshare rep and 
see how far you can get.

You could buy a used 40S with a compiler for around 10K.  This is 
comparable to the cost of a robust WinTel server.  This is perhaps overkill 
for a one man development shop but it would be cool.
