In the subsystem description for QINTER, it shows as
 Pool Storage Activity
  ID Size (K) Level
   1 *BASE
   2 *INTERACT

Shouldn't this subsystem only go into *interact?

Also, my QSPL sbsd shows:

 Pool Storage Activity
  ID Size (K) Level
   1 *BASE
   2 *SPOOL

Again, shouldn't this just be *spool?

When you can end the Subsystems from the console, Use command CHGSBSD in the
Storage pools you will define 1 as *interact or *spool and 2 as *RMV

                     Change Subsystem Description (CHGSBSD)

 Type choices, press Enter.

 Subsystem description . . . . . SBSD > QINTER
   Library . . . . . . . . . . . *LIBL
 Storage pools: POOLS
   Pool identifier . . . . . . . *SAME
   Storage size . . . . . . . . .
   Activity level . . . . . . . .
                           + for more values
