I've been experimenting with the HTTP server on a non production machine
after doing a few other things for the last several months.  What I remember
doing to restart the server after a change in the configuration file was to
end the server, end the subsystem and then start the subsystem and start the
server.  The strtcpsvr job is blowing up with what appears to be an object
authority problem.  I've tried upping the authority for QMHHTTP, the user
profile under which the job runs.  I'm clearly doing something wrong because
nothing I've done seems to help. It did work before.

Anyone who knows the answer has the freedom to call me names and vilify me
for wasting bandwidth.
