Unix IFS Open API -- MIDRANGE-L

Simple answer - you have to open the file twice - once to create it with the
ASCII code page and the second time open with an EBCDIIC code page to get the
translation to happen.

Better answer - Check out the new RPG Redbook
(www.redbooks.ibm.com/abstracts/sg245402.html) it not only has working code
samples of many of the IFS APIs but also an explanation of how/why they work the
way they do.
