If you have CA or some file transfer (other than FTP) move it to you PC then FTP it to the 400. The FTP process will convert to EBCDIC on the way up. I you were to use FTP to get it to a PC I am not sure what would happen but you have two choices usually, (ASCII or BINARY) maybe your FTP has an EBCDIC option in that case you could use FTP. Alternatively you may be able to move the file into QDLS in some folder (create one) then map a drive to that folder and use Excel to import the file, I believe there is an EBCDIC option in Excel.

We have a file in our AS/400 that is seems to be an ASCII file.  Is there
any way we can convert it to EDCIDIC so we can use it. This file is
currently in one of our library.
