I would contact the vendor and make some win-win suggestions.

For example, if all you want to do is READ the data, ask the vendor to build
a READ-ONLY component (DLL) to read the data. Simple enough and their
investment in design is protected.

If you want to update the data, then perhaps the vendor could (should!)
provide an API for that.

Think win-win and synergize!

Colin,

Did the vendor provide the data in the data base?  If not, the data
belongs to the client.  That does not mean that the vendor is required
to provide file layouts.
You may need to read the fine print on the license agreement.

Personally, it's this type of vendor "trap", that is all too common,
that was a contributing factor in my decision to open source my
applications.
