RE: Hour

I agree, it's not insurmountable - IBM just needs to put forth the effort.  As
for the third-party job schedulers, the issue with them is simply that since IBM
doesn't have a standard way to address job scheduler issues with time changes,
each of them does it differently.  If IBM provides a standard facility that they
can plug into, I'm sure they'll all change to use it very quickly.

I suspect that part of the reason that the facility doesn't exist is that IBM
thinks it needs to be all-embracing like Novell's approach in NetWare, which
would undoubtedly cost a lot to do.  We need to let them know that what we want
should be simple and straightforward, and doesn't need to make sure the cosmos
is kept wound up, too.
