It may be the library list assigned to QSECOFR.  Otherwise you can right
click the Libraries and "Select Libraries to Display".

I'd suggest changing the user profile used to access the system(s) via Ops
Navigator unless you're prompted each time.  To do this, right click on the
desired system name, select properties. Under the Connection tab, you'll
find the signon information.

I'll bet QGPL is the only library in your QUSRLIBL system value.  You can
right
click on the Libraries icon in Ops Nav and choose from two different ways to
add
libraries to your display.

By the "Management function", do you mean Management Central?  I just drew
some
pointy hair on it and it took it from there. <grin>  Seriously, right click
on
the Management Central line at the top to get to User preferences,
Application
administration, and Management Central Properties.  Set those up and then
you
should be able to get to the toys to play with them.
