There are actually a couple of different ways to turn this off.

   custom install that doesn't include the database stuff
   MS user and/or computer policies allows you to not allow certain code on
   certain computers or for certain users
   Application administration within Ops Nav can be used to prevent the GUI
   interface from showing up in Ops Nav (although in this case the code
   might be on the machine in the absence of doing 1 or 2 above).

There was an article in News/400 on this a month or two ago.

The "AS/400 Client Access Express for Windows: Implementing V4R4M0" redbook
(SG24-5191-00) has a lot of good info about this. Plus it has a couple of
tables that you need to know about to accomplish #1 above.
