The best way is to not allow the user access to a command line.  The issue
is authority, if you grant it within the profile or obtain it through the
initial program/menu or group then the program can be called from a command
line.  If you want certain command line abilities for the user, put them on
the menu.  This is the a-typical program/menu-only security scenario for
which Al Barsa is a resident expert.  Solicit his advise.
