the RST command will only restore objects that were saved with the SAV command. 
CPYFRMTAP will probably work for you.

Hello all.

Just like to introduce myself as a new member to this group, and maybe
get a few questions answered. 

I have a 9402 E04 CISC model, OS/400 V3R1M0 I'm just getting (trying) to
know my way around this system, even though I have had it for a year
now, I lost interest and now I'm back in there. This time round I've
found I can do a lot more with it (even though 9 / 10 times whatever I
try fails, but I'm sure that will change).

Anyhow, my latest quest: to copy files from a tape into a lib that I
have created.

The lib is TAPEDUMP
Tape dev is TAP01
The Volume label is 001
The first file is QTEMP

Here is what I have tried:

CHGCURLIB TAPEDUMP

RSTLIB SAVLIB(CURLIB) DEV(TAP01) VOL(001) LABEL(*ALL)
RSTLIB SAVLIB(TAPEDUMP) DEV(TAP01) VOL(001) LABEL(QTEMP)
RSTLIB SAVLIB(TAPEDUMP) DEV(TAP01) VOL(001) LABEL(*)
RSTLIB SAVLIB(TAPEDUMP) DEV(TAP01) VOL(001) LABEL(*ALL)
RSTLIB SAVLIB(TAPEDUMP) DEV(TAP01) VOL(001) 

Always failes with something like File QTEMP not selected. File label
mismatch.

Hay, I think I've found the answer, CPYFRMTAP.

I take it then, that the RSTLIB will only Restore file that exist in the
Library?
