These are the dates provided in the original announcement letters for
V4R2 and V4R3.

V4R2 298-026 (Feb 10 1998) Program services available until May 31 2000
V4R3 298-297 (Sep 01 1998) Program services available until Jan 31 2001
V4R4 299-022 (Feb 09 1999) Program services available until May 31 2001

Announcement letter 299-359 (Nov 30 1999) provides an extension to
V4R2 program services (until May 31 2001) as a fee-based offering.
