Check if *public authority is set to *use, not *change. Besides, if outq
parameter OPRCTL is set to *YES (default value), every user with *JOBCTL special
authority (or user who adopts that authority either as group member from group
profile, or from pgm owner's...) will have full access to every spool file in
that outq even without owner's or private authority.
P.S More complicated (or impossible) task is to enable viewing of spool files,
but not to deleting them.
