After looking into it this is what I found.  When receiving data of of
other systems this is one to look for.

The actual index is bit oriented, not field oriented.  The fields in
the key
list are converted to a bit string for accessing the index.  If the
bits
don't match, it's not the right key.  A 'C' nybble in binary is 1100,
an 'F'
nybble in binary is 1111; not the same thing.
