Well it sounds like something pretty basic.  Such as 1) The cable to the Hub 2)
The Hub 3) The cable is connected to a crossover port in the hub (Frequently the
first or last port in the hub) 4) The HUB is actually a T/R MAU (Seen it!) 5)
Your building wiring.

Are you getting any lights on the Hub?  What is the Line Status (WRKCFGSTS)?  Do
you get any lights on the Enet card on the 400?

If the Hub is NOT a switch assure that the Line description is set for *HALF
duplex and also check that the speed is 10M if your equipment can't handle 100M.
