A version that I used at another company included code that if the physical
file was keyed, the reorg would be done with KEYFILE(*FILE).  Unfortunately,
the way some of the crap is written in the software package we are using, I
don't want to do that.  There are some physical files that I do reorg with
KEYFILE, but I do that on a file by file basis.

As far as the tool goes, I figure it's better to reorg by RRN and at least
get the space back than to not reorg at all.
