Carl,

strtcpsvr *NETSVR

In V4R4 you should start QSERVER before any STRTCP .

Also you should start the new sbs  QUSRWRK .
If this sbs is started, a nbr of prestart jobs will run in it and not in
QSYSWRK .

STRTCP would start automatically NETSVR if you have indicated it via OpNav
as 'Start at TCPIP startup'.
(probably you could indicate it also via UPDDTA of the QATOCSTART file).
