CA uses a bunch of odd ports.  For instance, a regular telnet client (like
Rumba or Reflection) uses port 23.  CA also has a telnet client, but do you
think it would only need port 23?  NNNOOOOOOoooooooo.  You need a bunch of
other ports to get your connection.

John's link is worth it's weight in gold..    You'll need at least the
following ports, just for Telnet:

    23 - telnet
    449 - port mapper
    8476 - signon server

You'll need others depending on what you're trying to do.
