SMAPP is System Managed Access Path Protection, and it was added in 
V3R1.  I suspect that SMAPP has nothing to do with your index build problem.

Although I have not been reading every note for this thread, I suspect that 
your problem has to do with the fact that you do not have the latest 
Database Group PTF applied.

My interjecting a massive database change in the middle of one release via 
PTF, IBM broke a lot of stuff that was working.  Someday they will learn.
