Check out FTP Tools (FTPTOOL) at www.bvstools.com.  It will allow you to
restrict users (beyond object authority) to/from libraryies, folders and
directories.  It will allow you to restrict FTP commands by user, or
globally.  It also allows you to log FTP activity.
