Just some possible solutions (probably not the best).

You might try PING (I believe it returns an error code on unsuccess).

FTP is the easiest, IMO.  You can write a "script" on the AS/400 by
overriding INPUT and OUTPUT.  This has been detailed extensively
on this list, if you need details let me know.

There is an API, but unfortunately I don't remember what it is.  Sorry
