I was programming for an apparel manufacturing software company in the
80's, about the time when everyone went offshore.  We had about 100
clients, mostly small - less than 1000 operators.
My guess is that you need to provide this solution without an expensive
run-time module to add cost to your system.
I would not go GUI with the strict data entry functions of your
package.  GUI data entry, as already stated, doesn't make sense.  It is
more work to go back and forth between the mouse and keyboard.  You can
do a lot of "nice" stuff using RPG (IV).  Even "enable" the mouse on
selections and subfile programs.
If you go this route, you'll need to set up some strict standards
regarding the user interface and have some pretty good RPG programmers
and analysts.
I'd try to not to use parts and pieces from a lot of vendors to do the
"client-server" stuff.  This could lead to very complicated maintenance
and upgrade problems.  You'll spend all your time trying to keep all the
pieces working together.  This is just my opinion, obviously not shared
by the industry in general.
Anyway, my point is: try to find a solution without an expensive
run-time, don't let anyone see a dumb terminal,  pretty-up (mouse-enable
and use colors sensibly) the data-entry functions, use barcode and
scanners as much as possible, and try to keep the dependence on
different products down to a minimum.
